Apple Global Flagship Store Design development process


The Government took advice from the Office of the Victorian Government Architect (OVGA) regarding potential changes within Federation Square and design consideration of the Apple proposal.  The OVGA is supportive of the proposed redevelopment of the Square.

The Government engaged with Professor Donald Bates, an original Federation Square design partner, to understand his views and to incorporate his feedback into consideration of the proposed design. 

The site specific planning controls approved by the Minister for Planning for the project requires Apple to undertake detailed design and provides for consultation with Melbourne City Council (and other stakeholders) in determining an appropriate final design prior to any development commences in the Square.

Initial Melbourne City Council Engagement

The Lord Mayor was briefed before the announcement of the project in December 2017 and following the announcement, Melbourne City Council has been briefed more fully by DEDJTR and DELWP.

Melbourne City Councillors have also been briefed by Jill Garner, the Victorian Government Architect, and Professor Donald Bates, the original Federation Square architect and by the Apple design team.

In response to the issues raised by the City of Melbourne, a Steering Committee was formed to provide feedback throughout the design refinement process.  The Steering Committee included representatives from Melbourne City Council, the Office of the Victorian Government Architect, Federation Square Pty Ltd and DELWP.

The Steering Committee had an initial workshop where Donald Bates presented on the original iteration of Federation Square's design and Foster & Partners (Apple's designer) presented on its concept design evolution.  At this workshop design principles to guide the further development of a concept design were agreed.

Design refinement considerations

Details of the proposal and the planning approval, including detailed drawings and the reasons for the decision, were made available at the planning schemes online website.

Since the beginning of 2018, workshops and consultation involving the Victorian Government, the Office of the Victorian Government Architect, Melbourne City Council, original Fed Square architect Professor Donald Bates, Fed Square Management and Apple were undertaken to consider design refinements to the original concept drawings for the Apple Global Flagship Store.

On 20 July, 2018, at the completion of the design refinement process (ie after Steering Committee review), Apple's revised concept plans were submitted to the Minister for Planning for endorsement.

The Minister for Planning then again consulted with Melbourne City Council, the Office of the Victorian Government Architect, Federation Square and Transport for Victoria.

The Minister for Planning, after considering all stakeholder comments, consented to the revised concept plans, subject to modifications to the landscape plan, upper level terrace, screen fa├žade and profile of the structural steelwork.
