Simon Phemister's career in the public service has spanned many portfolios, and his achievements include establishing the Latrobe Valley Authority, supporting delivery of the Major Transport Infrastructure Program and leading work to further drive Victoria's economy and jobs growth.
Appointed Secretary of the department 1 January 2019, he brings with him a passion to create a vibrant State economy and create opportunities for all.
Before joining the department, Simon was the Deputy Secretary, Economic Policy and State Productivity at the Department of Premier and Cabinet and lead the work on the State economic, transport and resources agenda.
He led the response to critical issues and events while delivering high level strategy and policy work, including budget leadership across economic development, jobs, transport, resources, environment, land, water and planning
Prior to that Simon was Deputy Secretary of Policy and Strategy Group at the Department of Human Services where he drove the strategic direction for the department through the development of evidence-based policy and strategy. The group was also responsible for industry and workforce strategy and reform and delivered critical functions that enabled the department to deliver core services to vulnerable Victorians.
The key business functions of the Policy and Strategy Group included strategic planning, socio-economic policy, industry and workforce policy and the Centre for Human Services Research and Evaluation.
Simon has an Executive Masters Public Administration from the University of Melbourne, a Bachelor of Business (Asia Pacific Studies) from La Trobe University and Honours in International Studies and Mandarin Chinese from Yunnan University, China.
